Fukushima reactor No. 4 vulnerable to catastrophic collapse; could unleash 85 times Cesium-137 radiation of Chernobyl; human civilization on the brink

By Mike Adams, the Health Ranger, Editor of NaturalNews.com

(NaturalNews) The news you are about to read puts everything else in the category of “insignificant” by comparison. Concerned about the 2012 U.S. presidential election? Worried about GMOs? Fluoride? Vaccines? Secret prisons? None of that even matters if we don’t solve the problem of Fukushima reactor No. 4, which is on the verge of a catastrophic failure that could unleash enough radiation to end human civilization on our planet. (See the numbers below.)
The resulting releasing of radiation would turn North America into a “dead zone” for humans… mutated (and failed) crops, radioactive groundwater, skyrocketing infant mortality, an explosion in cancer and infertility… this is what could be unleashed at any moment from an earthquake in Japan. Such an event could result in the release of 85 times the Cesium-137 released by the Chernobyl catastrophe, say experts (see below). And the Chernobyl catastrophe made its surrounding regions uninhabitable by humans for centuries.

Yet, astonishingly, the usual suspects of deception are saying absolutely nothing about this problem. The mainstream media (the dying dinosaur media, actually) pretends there’s no problem with Fukushima. President Obama says nothing about it. Federal regulators, including the NRC, are all but silent. It’s as if they think their silence on the issue somehow makes it go away.

Perhaps these professional liars in the media and government have become so used to idea that they can simply spin their own reality (and get the public suckers to believe almost anything) that they now believe they can ignore the laws of physics. That’s why they have refused to cover the low-level radiation plume that continues to be emitted from Fukushima.

The fate of the world now rests on reactor No. 4

“It is no exaggeration to say that the fate of Japan and the whole world depends on No.4 reactor.” - Mitsuhei Murata, Former Japanese Ambassador to Switzerland and Senegal, Executive Director, the Japan Society for Global System and Ethics

Mr. Murata’s stunning statement should be front-page news everywhere around the world. Why? Becausehe’s right. If reactor No. 4 suffers even a minor earthquake, it could set off a chain reaction of events that quickly lead to North America becoming uninhabitable by humans for centuries to come. Imagine California, Oregon and Washington states being inundated with radiation — up to 85 times the radiation release from Chernobyl. We’re talking about the end of human life on the scale of continents.

Here’s how this could happen, according to Mr. Robert Alvarez, former Senior Policy Adviser to the Secretary and Deputy Assistant Secretary for National Security and the Environment at the U.S. Department of Energy:

“The No. 4 pool is about 100 feet above ground, is structurally damaged and is exposed to the open elements. If an earthquake or other event were to cause this pool to drain this could result in a catastrophic radiological fire involving nearly 10 times the amount of Cs-137 released by the Chernobyl accident. The infrastructure to safely remove this material was destroyed as it was at the other three reactors. Spent reactor fuel cannot be simply lifted into the air by a crane as if it were routine cargo. In order to prevent severe radiation exposures, fires and possible explosions, it must be transferred at all times in water and heavily shielded structures into dry casks. As this has never been done before, the removal of the spent fuel from the pools at the damaged Fukushima-Dai-Ichi reactors will require a major and time-consuming re-construction effort and will be charting in unknown waters.”(https://www.nuc.berkeley.edu/forum/218/nuclear-expert-fukushima-spent-…)

Note: He says “10 times” the Cesium-137 of Chernobyl. Others say up to 85 times. Nobody is 100% certain of what would actually occur because this has never happened before. We are inuncharted territoryas a civilization, facing a unique and imminent threat to our continued survival. And both governments and the corporations that assured us nuclear power was safe are playing their “cover my ass” games while the world waits in the crosshairs of a nuclear apocalypse.

Fukushima Facts

To better understand the severity of this situation, read these facts about Fukushima reactor No. 4 which I have assembled from available news sources:

• Reactor #4 contains 1,535 spent fuel rods which remain highly radioactive.

• These fuel rods currently hold the potential to emit 37 million curies of radiation.

• Those fuel rods are stored in a concrete pool located 100 feet above the ground, inside the structurally compromised reactor building, effectively making the pool open to the air.

• The pool holding these fuel rods is “structurally damaged.”

• “If an earthquake or other event were to cause this pool to drain this could result in a catastrophic radiological fire involving nearly 10 times the amount of Cs-137 released by the Chernobyl accident.” - Mr. Robert Alvarez, former Senior Policy Adviser to the Secretary and Deputy Assistant Secretary for National Security and the Environment at the U.S. Department of Energy.

• “The infrastructure to safely remove this material was destroyed as it was at the other three reactors.” - Mr. Alvarez.

• Just 50 meters from reactor No. 4, a much larger pool of spent fuel rods contains 6,375 fuel rods, all of which remain highly radioactive.

• All these fuel rods are, astonishingly, exposed to the open air. They are not held inside any containment vessel.

• The total number of spent fuel rods across all six reactors at the Fukushima Daiichi site is 11,421.

• If reactor No. 4 suffers a structural failure, the release of radiation from the 1,535 spent fuel rods would make it virtually impossible for work to continue on the site, potentially resulting in an inability to halt a massive radiation release from all the other rods.

• In all, the 11,421 fuel rods held at the Fukushima Daiichi facility contain roughly 336 million curies of “long-lived radioactivity.” Roughly 134 million curies of that is Cesium-137.

• “Reactors that have been operating for decades, such as those at the Fukushima-Dai-Ichi site have generated some of the largest concentrations of radioactivity on the planet.” - Mr. Robert Alvarez, U.S. Dept. of Energy

• This amount of Cesium-137 radioactivity held in the full collection of fuel rods at Fukushima is 85 times the amount released at Chernobyl.

• The release of this amount of Cesium-137 would “destroy the world environment and our civilization. This is an issue of human survival.” (https://akiomatsumura.com/2012/04/682.html)

• The mainstream media operates in a total blackout of this news, refusing to even acknowledge the existence of this immediate threat to human civilization.

• The mainstream media is, in large part, owned by General Electric, the very company that designed the Fukushima reactors in the first place. It is clear that GE is diligently running a total media blackout on this news in order to cover its own ass and prevent people from asking questions about the faulty engineering and nuclear facility site selection that led to this catastrophe.

18,000 dead so far and hundreds of millions at risk: The media cover-up

“The executive branch and multiple federal agencies, agencies tasked with keeping the American public safe, did their best to hide and to cover-up information about a deadly radioactive plume and ensuing fallout that was headed for the West Coast of the United States from Japan,” says Alexander Higgins. (https://blog.alexanderhiggins.com/2012/03/01/plumegate-media-silent-fe…)

He goes on to state “The evidence obtained in the FOIA request indicates that right from the start, the NRC had a clear idea of the significance of the disaster that was unfolding, but concealed the truth from the American public. The results of the plume and fallout can be measured in the rise of infant mortality rates: cells of unborn and newborn children are dividing at a much higher rate than those of a mature adult, thus the amount of damage is greatly increased and hence more detectable. Conservative estimates place the number of stillborn following the Fukushima accident at over 18,000.”

See the FOIA documents here:
https://www.houseoffoust.com/NRC/ML11269A172.pdf

and here:
https://pbadupws.nrc.gov/docs/ML1205/ML12052A106.pdf

The conspiracy cover-up of the radioactive plumes still being emitted from Fukushima is now being called “Plume-Gate.” This issue needs to be front and center on all our radar screens. There may quite literally be nothing more important for the survival of the human race than dealing with this runaway issue of Fukushima radiation in the immediate term, and the larger issue of the scientific fraud of nuclear power “safety” thereafter.

As Higgins explains, “It is this author’s opinion that any media source not shouting about Plume-Gate as loud as they can are likely controlled by the powers-that-be.” He’s got a point. Thisshouldbe our No. 1 issue, and NaturalNews is re-shifting priorities right now to help raise the alarm on the impeding Fukushima disaster for the obvious reason thateverything else pales in comparisonto the importance of dealing with this.

Take action now

Although I hate to call for the UN to do anything at all, as it is a criminal globalist organization engaged in widespread sex slave trafficking, child abuse and mass murder, the UN definitely has some pull with governments around the world. The petition linked below calls for the UN to take immediate, decisive action to deal with Fukushima reactor No. 4 before it’s too late and we all get “Fuk’ed” beyond repair.

https://fukushima.greenaction-japan.org/2012/05/01/an-urgent-request-o…

This petition calls for two actions:

1. The United Nations should organize a Nuclear Security Summit to take up the crucial problem of the Fukushima Daiichi Unit 4 spent nuclear fuel pool.

2. The United Nations should establish an independent assessment team on Fukushima Daiichi Unit 4 and coordinate international assistance in order to stabilize the unit’s spent nuclear fuel and prevent radiological consequences with potentially catastrophic consequences.

Here at NaturalNews, although we hold the UN in contempt for its globalist actions and crimes against humanity, we nevertheless support this particular petition and the urgent effort for the UN to actually do something positive for a change. In fact, if the UN ignores this issue, that itself would be the greatest crime of all against humanity, for failure to solve this reactor No. 4 situation could mean the end of human civilization as we know it.

NaturalNews will continue to cover this issue, especially focusing on reactor No. 4. We are reaching out to Higgins and Gunderson to conduct more interviews on this subject. Watch for more coverage here at NaturalNews.com.

Russia stunned after Japanese plan to evacuate 40 million revealed

Chinese ghost city (credit: Business Insider)

A new report circulating in the Kremlin yesterday prepared by the Foreign Ministry on the planned re-opening of talks with Japan over the disputed Kuril Islands during the next fortnight states that Russian diplomats were “stunned” after being told by their Japanese counterparts that upwards of 40 million of their peoples were in “extreme danger”of life threatening radiation poisoning and could very well likely be faced with forced evacuations away from their countries eastern most located cities…including the world’s largest one, Tokyo.

That’s according to the What Does It Mean blog, which also reports that “Japanese diplomats told their Russian counterparts that they were, also, ‘seriously considering’ an offer by China to relocate tens of millions of their citizens to the Chinese mainland to inhabit what are called the ‘ghost cities,’ built for reasons still unknown.

However, according to a knowledgeable intel source, this report is Russian disinformation, with the intention of neutralizing what the Russians see as a Japanese threat.

What do you think?

The Spirit of Revolution

17-year-old Andrew Barrows invokes the spirit of the Founding Fathers to question America’s current direction.

I want to start with some quotes from past presidents of the United States Of America, as well as important activists who discussed freedom and oppression.

Those who deny freedom to others, deserve it not for themselves. - Abraham Lincoln (1809-1865)

The will of the people is the only legitimate foundation of any government, and to protect its free expression should be our first object. - Thomas Jefferson (1743-1826)

True individual freedom cannot exist without economic security and independence. People who are hungry and out of a job are the stuff of which dictatorships are made. - Franklin D. Roosevelt (1882-1945)

Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.

Martin Luther King Jr. (1929-1968)

The law will never make men free, it is men that have to make the law free. - Henry David Thoreau (1817-1862)

If the freedom of speech is taken away then dumb and silent we may be led, like sheep to the slaughter. - George Washington (1732-1799)

In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility — I welcome it. - John F. Kennedy (1917-1963)

I think to myself, all these people — historical leaders who will be talked about for as long as American history exists, had such wonderful views on freedom, and great ideas about how the country should be run. In fact, they are so wonderful we still talk about them hundreds of years later.

Now I think to myself, all these people — historical leaders who will be talked about for as long as American history exists, had such wonderful views on freedom, and great ideas about how the country should be run. In fact, they are so wonderful we still talk about them hundreds of years later.

I think about the American Revolution, and how many people have fought and died to make America, and what the American Revolution was all about. I constantly ponder the thought of, “I really wonder how past presidents would react to the way America is now.” I can imagine Abraham Lincoln or George Washington being brought back to life to experience modern America for just a day. But I can’t begin to imagine his facial expression when I would tell him:

Yeah, since all of your wonderful truth speaking, caring about the people, and doing what is right and fair to give people extraordinary documents dedicated to freedom…America has really gone down hill…and I mean…really down hill.

Being a president today actually means who’s the best liar on the stage. It is like a highschool talent show. Each person goes on stage and tries to convince the audience to like them, and whoever lies the most wins. They are just puppets who can’t really do anything. Congressional approval is 8% and WE the people don’t actually get a say in what happens. The mega rich call the shots and huge companies actually control what the government does while the middle class and poor get robbed blind.

After I would study his confusion…I would continue…

The Patriot Act

(After explaining what a phone and the Internet is). Gives the government the power to read my emails, my text messages, track my phone, follow me, tap my phone calls, install a tracking device under my car to know my exact location. In short…violate my privacy completely.

Then I would discuss the SOPA/PROTECT IP ACT.

A bill that has been introduced in the Senate and the House and is moving quickly through Congress. It gives the government and corporations the ability to censor the Net, in the name of protecting “creativity”. The law would let the government or corporations censor entire sites — they just have to convince a judge that the site is “dedicated to copyright infringement.”

Next of course, the National Defense Authorization Act (NDAA).

The bill grants power to the military to arrest U.S. citizens on American soil and detain them in military prisons forever without offering them the right to legal counsel or even a trial. This isn’t a totally new thing: “dirty bomb” plotter Jose Padilla spent three-and-a-half years as an “enemy combatant” until he was finally charged. But Padilla’s detention was unusual and sparked a huge outcry; the new provisions would standardize his treatment and enable us all to become Jose Padillas.

Than I would probably make him watch this video on YouTube: “A Time-Lapse Map of Every Nuclear Explosion Since 1945″ by Isao Hashimoto

Than I would explain having a gun, missing fingers, or 7 days of food at your house = YOU ARE A TERRORIST

You know, at this point he would probably be on his knees with a huge headache.

I’m sure eventually he would say something like “Why are the people allowing this to happen? And what happened to people fighting for what is right?”

Than I would explain the Anonymous Internet group and the Occupy movement and protests. I think he would be pretty happy and would get up off his knees.

BUT than I would show him videos of what is happening when people are trying to protest and spread truth. I would start probably with this video:

or this video:

It’s really hard to choose which video of police attacking innocent protesters expressing their Constitutional rights I would show because, honestly, YouTube is filled with them. So I would probably just let him browse around for a while.

Now at this point I would imagine he would pretty much scream or yell that everything that past Americans had fought for to create has been literally bashed by the people who are supposed to enforce it, and has been turned around and used against the people instead of protecting them.

Than I would get Paul Revere out of my time machine/life regeneration thing and Paul Revere would jump on his horse and ride through the city streets of Boston yelling “The British aren’t coming; they are already here!

“Would our Founding Fathers be disgraced at what America has become? Is everything they fought for now becoming useless?

Would they call for a revolution?

Congressman: There’s Been An “Attempted Coup” At The Nuclear Regulatory Commission

Nuclear Regulatory Commission Is a Lapdog to the Nuclear Industry

I noted last week:

New US plant designs are very near being licensed by the Nuclear Regulatory Commission without any Fukushima modifications.

Now we know why.

Congressman Markey wrote yesterday:

As part of his ongoing investigation into U.S. nuclear safety since the Fukushima meltdowns, today Rep. Edward J. Markey (D-Mass.) … released a blockbuster new report that details how four Commissioners at the Nuclear Regulatory Commission (NRC) colluded to prevent and then delay the work of the NRC Near-Term Task Force on Fukushima, the entity tasked with making recommendations for improvement to NRC regulations and processes after the Fukushima meltdowns ….

Rep. Markey’s office reviewed thousands of pages of documents, including emails, correspondence, meeting minutes and voting records, and found a concerted effort by Commissioners William Magwood, Kristine Svinicki, William Ostendorff and George Apostolakis to undermine the efforts of the Fukushima Task Force with request for endless additional study in an effort to delay the release and implementation of the task force’s final recommendations. Documents also show open hostility on the part of the four Commissioners toward efforts of NRC Chairman Greg Jaczko to fully and quickly implement the recommendations of the Task Force, despite efforts on the part of the Chairman to keep the other four NRC Commissioners fully informed regarding the Japanese emergency.

“The actions of these four Commissioners since the Fukushima nuclear disaster has caused a regulatory meltdown that has left America’s nuclear fleet and the general public at risk,” said Rep. Markey. “Instead of doing what they have been sworn to do, these four Commissioners have attempted a coup on the Chairman and have abdicated their responsibility to the American public to assure the safety of America’s nuclear industry. I call on these four Commissioners to stop the obstruction, do their jobs and quickly move to fully implement the lessons learned from the Fukushima disaster.”

A copy of the report “Regulatory Meltdown: How Four Nuclear Regulatory Commissioners Conspired to Delay and Weaken Nuclear Reactor Safety in the Wake of Fukushima” can be found HERE.

Major findings in the new report include:

  • Four NRC Commissioners attempted to delay and otherwise impede the creation of the NRC Near-Term Task Force on Fukushima;
  • Four NRC Commissioners conspired, with each other and with senior NRC staff, to delay the release of and alter the NRC Near-Term Task Force report on Fukushima;
  • The other NRC Commissioners attempted to slow down or otherwise impede the adoption of the safety recommendations made by the NRC Near-Term Task Force on Fukushima ….
  • The consideration of the Fukushima safety upgrades is not the only safety-related issue that the other NRC Commissioners have opposed.

The Hill’s energy and environment blog reported yesterday:

[The chairman of the Nuclear Regulatory Commission, Gregory Jaczko] believes the commission “has taken an approach that is not as protective of public health and safety as I believe is necessary.”

***

The commission has disagreed in recent months over how to deal with the recommendations of a task force assigned to reevaluate the country’s nuclear safety regulations in light of the disaster at the Fukushima Daiichi plant in Japan.

The report called on the commission to make sweeping improvements to NRC’s “existing patchwork of regulatory requirements and other safety initiatives.”

Jaczko called on the commission to quickly evaluate the report and implement the necessary recommendations. But the commissioners initially resisted Jaczko’s call for swift action.

Rolling Stone pointed out in April:

The NRC has long served as little more than a lap dog to the nuclear industry, unwilling to crack down on unsafe reactors. “The agency is a wholly owned subsidiary of the nuclear power industry,” says Victor Gilinsky, who served on the commission during the Three Mile Island meltdown in 1979. Even President Obama denounced the NRC during the 2008 campaign, calling it a “moribund agency that needs to be revamped and has become captive of the industries that it regulates.”

In the years ahead, nuclear experts warn, the consequences of the agency’s inaction could be dire. “The NRC has consistently put industry profits above public safety,” says Arnie Gundersen, a former nuclear executive turned whistle-blower. “Consequently, we have a dozen Fukushimas waiting to happen in America.”

I noted in April:

Nuclear engineer Arnie Gundersen, Duane Peterson (president of VPIRG & coordinator for the campaign to retire Vermont Yankee nuclear plant), investigative reporter Harvey Wasserman and Paul Gallay (executive director of Riverkeeper) point out in a roundtable discussion:

  • The NRC won’t even begin conducting its earthquake study for Indian Point nuclear power plant in New York until after relicensing is complete in 2013, because the NRC doesn’t consider a big earthquake “a serious risk”
  • Congressman Markey has said there is a cover up. Specifically, Markey alleges that the head of the NRC told everyone not to write down risks they find from an earthquake greater than 6.0 (the plant was only built to survive a 6.0 earthquake)
  • The NRC is wholly captive to industry
  • The NRC has never turned down the request of a nuclear power plant to be relicensed in the United States. Relicensing is solely a paper process; there is no safety review.
  • The NRC’s assumptions regarding a worst-case accident are ridiculous. For example, the NRC assumes only 1% of the fuel could meltdown, while 70% melted down at Fukushima. The NRC assumes no loss of containment, while there has been a major loss of containment in reactors 1-3 (especially 2) at Fukushima.
  • “If there was a free market in energy, nuclear power would be over … immediately”. Nuclear plant owners can’t get insurance; they can only operate because the U.S. government provides insurance on the taxpayer dime. The government also granted a ridiculously low cap on liability
  • If we had no subsidies for nuclear, coal or oil, we’d have a clean energy economy right now
  • We have 4 reactors in California – 2 at San Onofre 2 at San Luis Obisbo – which are vulnerable to earthquakes and tsunamis.
  • No state or federal agency knows who would be in charge in case of an accident at Indian Point. It’s like the Keystone Cops

The precursor to the NRC – the Atomic Energy Commission – was no better:

By any measure, Dr. John Gofman was one of the greatest scientists of the 20th century. Gofman earned his doctorate in nuclear and physical chemistry, and was also a medical doctor. He worked on the Manhattan Project, co-discovered uranium-232 and -233 and proved their fissionability, helped discover how to extract plutonium and led the team that discovered and characterized lipoproteins in the causation of heart disease.

Dr. Arthur R. Tamplin was a doctor of biophysics, who was tasked – as a group leader in the Biomedical Division at Lawrence Livermore National Laboratories – with predicting the ultimate distribution within the biosphere and in humans of each radionuclide produced in the explosion of a nuclear device.

In 1963 the Atomic Energy Commission asked Gofman and Tamplin to undertake a series of long range studies on potential dangers that might arise from the “peaceful uses of the atom.” They told the truth, and the AEC launched a campaign of harassment in response.

What did they say, and why was the AEC so hostile?

Gofman and Tamplin documented that low levels of radiation can cause cancer and other diseases, and they argued that federal safety guidelines for low-level exposures should be reduced by 90 percent.

Because Obama’s top adviser and top funders are connected with the nuclear power industry, the White House has also aggressively pushed four new nuclear power plants in the U.S., even though virtually all of the current nuclear reactors in the U.S. are of the same archaic design as those at Fukushima, and this design was not chosen for safety reasons, but because it worked in Navy submarines, and produced plutonium for use in nuclear weapons. And even though the same folks who built and run Fukushima will build and operate the new U.S. facilities.

(Other U.S. agencies are captured as well. For example, the EPA and FDA are playing politics with radiation. Indeed, Forbes’ blogger Jeff McMahon and Truthout writer Mike Ludwig both note that FDA radiation standards for milk and other foods are 200 times higher than EPA standards for drinking water, and are based more on commercial than safety concerns.)

IAEA: Another Nuclear Industry Shill

The NRC is not the only captured nuclear agency. The International Atomic Energy Agency is also just a booster for nuclear power.

I noted in May

The entire purpose of the IAEA – according to its website – is to promote nuclear power:

The IAEA is the world’s center of cooperation in the nuclear field. It was set up as the world´s “Atoms for Peace” organization in 1957 within the United Nations family. The Agency works with its Member States and multiple partners worldwide to promote safe, secure and peaceful nuclear technologies.

The Christian Science Monitor noted in March:

[Russian nuclear accident specialist Iouli Andreev, who as director of the Soviet Spetsatom clean-up agency helped in the efforts 25 years ago to clean up Chernobyl ] has also accused the IAEA of being too close with corporations. “This is only a fake organization because every organization which depends on the nuclear industry – and the IAEA depends on the nuclear industry – cannot perform properly.”

Bloomberg reported yesterday:

The [IAEA] classifies safety as one of its top three priorities, yet is spending 8.9 percent of its 352 million-euro ($469 million) regular budget this year on making plants secure from accidents. As it focuses resources on the other two priorities — technical cooperation and preventing nuclear- weapons proliferation — the IAEA is missing an opportunity to improve shortcomings in reactor safety exposed by the Fukushima disaster, said Trevor Findlay, a former Australian diplomat.

The IAEA did not seize the opportunity of this dreadful event to advance the agency’s role in nuclear safety,” said Findlay ….

The IAEA was founded in 1957 as the global “Atoms for Peace” organization to promote “safe, secure and peaceful” nuclear technology, according to its website. A staff of 2,300 work at the IAEA’s secretariat at its headquarters.

***

Its mission statement encapsulates the same conflict as Japan’s failed nuclear-safety regime: playing the role of both promoter and regulator of atomic power, according to scientists, diplomats and analysts interviewed by Bloomberg News.

About half of the IAEA’s budget is devoted to restricting the use of nuclear material for military purposes, and the agency has spent a decade investigating Iran’s atomic program because of suspicion the country is developing weapons.

As the agency targeted weapons, the meltdowns at Tokyo Electric Power Co.’s Fukushima Dai-Ichi nuclear plant capped years of faked safety reports and fatal accidents in Japan’s atomic-power industry. The country’s Nuclear and Industrial Safety Agency was in a conflict of interest because it was under the control of the Ministry of Economy, Trade and Industry, which had a mandate to promote nuclear power.

***

The IAEA “accepted for years the overlap between regulation and industry in Japan,” said Johannis Noeggerath, president of Switzerland’s Society of Nuclear Professionals and safety director for the country’s Leibstadt reactor. “They have a safety culture problem.”

***

Since coming to office in 2009, Amano has spent five times more money fighting terrorism and preventing proliferation than on making the world’s 450 nuclear reactors safer, UN data show.

The agency’s safety division garnered little respect in U.S. diplomatic cables that described the department as a marketing channel for countries seeking to sell atomic technology.

***

They also questioned the credentials of Tomihiro Taniguchi, the IAEA’s former head of safety who helped create the regulatory regime in Japan, which is being blamed for failings that led to the Fukushima disaster.

***

The IAEA’s nuclear-safety division had downplayed the threat from natural disasters. In 2010, the director general’s first full year in office, anti- terrorism spending rose at three times the rate of safety expenditure.

“Tsunamis, floods, hurricanes and earthquakes have affected many parts of the world and nuclear installations everywhere responded admirably,” Taniguchi said in a December 2005 speech. “The design and operational features ensured that extreme natural conditions would not jeopardize safety.”

Taniguchi was also an executive of Japan’s Nuclear Power Engineering Corp., which promotes public acceptance of the operation of atomic-power plants, before joining the IAEA.

***

The IAEA’s own mission to promote atomic power may also contradict the Convention on Nuclear Safety.

“Each contracting party shall take the appropriate steps to ensure an effective separation between the functions of the regulatory body and those of any other body or organization concerned with the promotion or utilization of nuclear energy,” says article 8.2 of the convention.

IAEA Controls World Health Organization on Radiation

I noted in April:

Certainly the World Health Organization is a neutral voice?

One would think so. But as physician Helen Caldicott points out:

There is widespread confusion about the roles of the World Health Organisation and the International Atomic Energy Commission. Monbiot expresses surprise that a UN-affiliated body such as WHO might be under the influence of the nuclear power industry, causing its reporting on nuclear power matters to be biased. And yet that is precisely the case.

In the early days of nuclear power, WHO issued forthright statements on radiation risks, such as its 1956 warning: ”Genetic heritage is the most precious property for human beings. It determines the lives of our progeny, health and harmonious development of future generations. As experts, we affirm that the health of future generations is threatened by increasing development of the atomic industry and sources of radiation.”

After 1959, the organisation made no more statements on health and radioactivity.

What happened?

On May 28, 1959, at the 12th World Health Assembly, WHO drew up an agreement with the International Atomic Energy Agency. A clause of this agreement says the WHO effectively grants the right of prior approval over any research it might undertake or report on to the IAEA – a group that many people, including journalists, think is a neutral watchdog, but which is, in fact, an advocate for the nuclear power industry. Its founding papers state: ”The agency shall seek to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity through the world.”

The WHO’s subjugation to the IAEA is widely known within the scientific radiation community, something which Monbiot chose to ignore. But it is clearly not the only matter on which he is ignorant, after his recent apparent three-day perusal of the vast body of scientific information on radiation and radioactivity. The confusion that he and other nuclear industry apologists sow about radiation risks is very similar to the way that the tobacco industry propounded misinformation and lies about the true effects of smoking.

Despite their claims, it is they, not the ”anti-nuclear movement”, who are ”misleading the world about the impacts of radiation on human health”.

Radiation expert Dr. Christopher Busby agrees:

The last thing [proponents of nuclear weapons and nuclear energy] wanted was the doctors and epidemiologists stopping their fun. The IAEA and the World Health Organisation (WHO) signed an agreement in 1959 to remove all research into the issue from the doctors of the WHO, to the atom scientists, the physicists of the IAEA: this agreement is still in force. The UN organisations do not refer to, or cite any scientific study, which shows their statements on Chernobyl to be false. There is a huge gap between the picture painted by the UN, the IAEA, the ICRP and the real world. And the real world is increasingly being studied and reports are being published in the scientific literature: but none of the authorities responsible for looking after the public take any notice of this evidence.

Indeed an agreement between IAEA and WHO states that WHO cannot research health effects of radiation or effects of nuclear accidents if IAEA does not agree and the former head of WHO admits that WHO answers to IAEA.

ICRP: Another Industry Mouthpiece

The International Commission on Radiological Protection is also tied to the nuclear industry. I reported in April:

The Townsend Letter for Doctors & Patients wrote in 2002:

One of the original five ‘health physicists’ to set radiation safety standards was Karl Z. Morgan. Dr. Morgan served on the International Commission on Radiological Protection (ICRP), which set up most radiation standards. He also directed the Health Physics Division at Oak Ridge from 1944 until his retirement in 1972. In recent years, Dr. Morgan has publicly criticized the ICRP for failing to protect human health. In a 1994 article for the American Journal of Industrial Medicine, Dr. Morgan wrote: “The period of atmospheric testing of nuclear weapons by the United States, the United Kingdom, France and the USSR is a sad page in the history of civilized man. Without question, it was the cause of hundreds of thousands of cancer deaths. Yet there was complete silence on the part of the ICRP. During these years (1960-1965), most members of the ICRP either worked directly with the nuclear weapons industry or indirectly received most of their funding for their research from this industry.”

The ICRP’s alliance with the nuclear industry includes ties to the International Congress of Radiology. In his 1999 autobiography, The Angry Genie: One Man’s Walk Through the Nuclear Age (ISBN 0-8061-3122-5 ), Dr. Morgan related his concern about the ICRP’s refusal to address the danger of excessive X-ray exposure during diagnostic procedures and dentistry. Until the passage of the Radiation Control for Health and Safety Act of 1968, some X-ray equipment used in the 1950s and 1960s delivered 2 to 3 rem per X-ray. X-ray doses as low as 1.6 rem increase a woman’s chance of developing cancer, according to a 1974 study by Baruch Modan [Lancet (Feb. 23,1974), pp 277-279]. The Act did not address the cumulative effect of multiple, routine, and often unnecessary X-rays.blank Congressman: Theres Been an Attempted Coup at the Nuclear Regulatory Commission

Worldwide Failure

The IAEA and NRC knew pretty quickly that Fukushima was an extreme radiological disaster, but they kept that information from the public for months, and all nuclear agencies worldwide have downplayed the severity of Fukushima.

Indeed, governments around the world have been covering up nuclear meltdowns for 50 years.

The bottom line is that – just as the Federal Reserve banks are owned by private banks, and so the Fed serves the banks and not the people or the nation – the nuclear agencies are owned and controlled by the nuclear industry, and serve them, instead of public health or safety.

Private Spat Within US Nuclear Agency Laid Bare

Deep-seated infighting within the five-member U.S. nuclear safety regulator was exposed on Friday after Democrats and Republicans in Congress separately released complaints about misconduct at the highest levels of the agency.

The details shed new light on how caustic relationships have become at the Nuclear Regulatory Commission, which is rolling out a sweeping series of reforms for U.S. nuclear power plants in the wake of the March disaster at Japan’s Fukushima Daiichi power plant.

On one side is the agency’s chairman, Gregory Jaczko, who previously worked for prominent nuclear critics in Congress.

On the other, four commissioners — two Democratic appointees and two Republicans — who complained to the White House in October that Jaczko was overstepping his powers, and intimidating senior NRC staff and an independent group of advisors that was reviewing the agency’s analysis of the Fukushima accident.

“We believe that his actions and behavior are causing serious damage to this institution and are creating a chilled work environment at the NRC,” the four commissioners said in a letter to White House Chief of Staff William Daley.

The letter, signed by William Magwood, Kristine Svinicki, William Ostendorff and George Apostolakis, was stamped “not for public disclosure.” It was made public by Republican Darrell Issa, chairman of the House Committee on Oversight and Government Reform.

In a December 7 letter to Daley, Jaczko refuted the accusations and defended his record.

“Unfortunately, all too often, a majority of this current commission has taken an approach that is not as protective of public health and safety as I believe is necessary,” he said, apologizing to the White House for the “distraction” caused by the internal bickering at the agency.

The NRC’s decisions are being closely watched by regulators around the world, and by operators of nuclear power plants.

Its changes to safety regulations for existing plants are expected to cost millions for operators including Exelon and Entergy Corp. The NRC is also expected to soon rule on new plants proposed by Southern Co and SCANA Corp.

MARKEY POINTS AT OTHER COMMISSIONERS

Also on Friday, Democratic Representative Edward Markey made public a 23-page report accusing the four commissioners of trying to impede U.S. nuclear safety reviews after Fukushima.

“The actions of these four commissioners since the Fukushima nuclear disaster has caused a regulatory meltdown that has left America’s nuclear fleet and the general public at risk,” said Markey, a Democrat and a long-time nuclear critic.

Jaczko was once an aide to Markey, and also worked as an aide to Nevada Senator Harry Reid, who successfully fought to shut down a dump for nuclear waste planned for deep inside Yucca Mountain — an issue that continues to rankle Republicans.

Markey said NRC commissioners engaged in a “concerted effort” to “undermine” the NRC task force that studied and proposed new safety steps for the U.S. nuclear power industry, “conspired” to delay the release of task force findings and worked to block the new safety recommendations.

HEARING WEDNESDAY

Jaczko and his fellow commissioners are set to appear on Wednesday before Issa’s panel. Issa has also asked Daley to sendan administration official to testify.

Meanwhile, Issa released a letter he had sent to Daley saying there were “serious questions” about Jaczko’s “conduct and ability to lead” the NRC.

While Issa’s letter to Daley did not specifically demand Jaczko’s dismissal, it noted that President Barack Obama has the authority to remove him.

It will not be the first awkward Congressional hearing for Jaczko and his colleagues. In August, as they sparred about how best to advance sweeping regulatory changes for the nation’s 104 nuclear power plants, they were publicly chided by senior Democratic senator Barbara Boxer for their inability to get along.

In June, the agency’s own independent Inspector General described a toxic environment at the commission in a lengthy report requested by House Republicans.

Jaczko did a round of media interviews this week to talk about the NRC’s accomplishments this year, but did not have any comment on Friday, an NRC spokesman said.

On Tuesday, he told reporters the commission is working well. “When we’re debating and discussing, it brings out the best in all of us,” he said.

Tokyo ‘Not Doing Enough’ For Fukushima: Greenpeace

Fukushima’s residents are being left to their fate and not enough is being done to protect them against radiation nine months afterJapan’s tsunami, environment group Greenpeace said Wednesday.

The Dutch-based group lashed Tokyo after a probe by one of its nuclear experts, who called for the evacuation of pregnant women and children from Fukushima city, some 60 kilometres (37 miles) from the Fukushima nuclear plant.

“The inhabitants of Fukushima are being left to their fate,” Greenpeace radiation expert Ike Teuling said in a press release, issued from Amsterdam.

Greenpeace said Teuling conducted an investigation around Fukushima city over the last few days and found the area still “seriously contaminated with radioactivity.”

“Japan’s authorities are doing too little to protect residents of Fukushima city against radiation,” it said with Teuling adding: “The Japanese government has to at least evacuate pregnant women as well as children until their living area has been properly cleaned.”

Teuling said tests showed “radioactive hotspots” with radiation “hundred times higher than the background radiation.”

But residents in contaminated suburbs were being told to clean their own homes and to bury radioactive material in their gardens, Greenpeace said.

“It is totally irresponsible to leave dangerous decontamination to residents or make them wait for months in a radio-active environment without them in the meantime having the right to evacuation,” added Teuling.

Large areas around the Fukushima plant have been left contaminated with radiation since the tsunami of March 11 knocked out its cooling systems and sent reactors into meltdown.

The world’s worst nuclear accident since Chernobyl has not directly claimed any lives, but has left tens of thousands of people displaced and rendered whole towns uninhabitable, possibly for decades.

TSA Backscatter Radiation Safety Tests Were Rigged

It can now be revealed by Natural News that the TSA faked its safety data on its X-ray airport scanners in order to deceive the public about the safety of such devices.

As evidenced by recent events in Washington, we now live in an age where the federal government simply fakes whatever documents, news or evidence it wants people to believe, then releases that information as if it were fact. This is the modus operandi of the Department of Homeland Security, which must fabricate false terror alerts to keep itself in business — and now the TSA division has taken the fabrication of false evidence to a whole new level with its naked body scanners (see below).

Even physics professors question the TSA’s obvious cover-up

The evidence of the TSA’s fakery is now obvious thanks to the revelations of a letter signed by five professors from the University of California, San Francisco and Arizona State University. You can view the full text of the letter at: https://www.propublica.org/documents…

The letter reveals:

• To this day, there has been no credible scientific testing of the TSA’s naked body scanners. The claimed “safety” of the technology by the TSA is based on rigged tests.

• The testing that did take place was done on a custom combination of spare parts rigged by the manufacturer of the machines (Rapidscan) and didn’t even use the actual machines installed in airports. In other words, the testing was rigged.

• The names of the researchers who conducted the radiation tests at Rapidscan have been kept secret! This means the researchers are not available for scientific questioning of any kind, and there has been no opportunity to even ask whether they are qualified to conduct such tests. (Are they even scientists?)

TSA operates in complete secrecy

None of the Rapidscan tests have been available to be subjected to peer review. They are quite literally secret tests using secret techniques engineered by secret researchers. We the People apparently have no right to see the data, nor the methodology, nor even the names of the researchers who supposedly carried out these safety tests.

• The final testing report produced from this fabricated testing scenario has been so heavily redacted that “there is no way to repeat any of these measurements,” say the professors. In other words, the testing violates the very first tenant of scientific experimentation which is that all experiments must be repeatable in order to be verified as accurate.

As the professors state in their letter:

The document is heavily redacted with red stamps over the words and figures. In every case the electric current used which correlates one to one with X-ray dose has been specifically redacted. Thus there is no way to repeat any of these measurements. While the report purports to present the results of objective testing, in fact the JHU APL personnel, who are unnamed anywhere in the document either as experimenters or as authors, were not provided with a machine by Rapiscan. Instead they were invited to the manufacturing site to observe a mock-up of components (spare parts) that were said to be similar to those that are parts of the Rapiscan system. The tests were performed by the manufacturer using the manufacturer’s questionable test procedures.

You got that? Where is the outrage from the “scientific” community on all this? This quack science TSA testing is so atrociously and inexcusably bad that if this fabricated evidence were presented at any sort of scientific meeting, they would be laughed off the stage and publicly vilified in the media. And yet, somehow, when the TSA engaged in this sort of quack science, virtually the entire scientific community says nothing. Only a small group of especially courageous scientists has stood up to this obvious quackery, and even these professors are of course being blasted in the press and called un-American for merely questioning the obviously flimsy evidence being laughably fronted by the TSA.

I mean, seriously: Can you imagine the total outcry if an herbal product company claimed that its products cured cancer, and it did all the testing itself, and all the names of the researchers were kept secret, and the methodology was a secret, and the whole document was 50% redacted to protect “proprietary information?” They would actually be arrested by the federal government for running a criminal scam! So why can the TSA get away with the exact same scandalous junk science distortions and virtually no one in the mainstream media asks a single question?

The complete fabrication of safety in the name of false science

It’s amazing what America has come to these days, folks. The federal government isn’t merely counterfeiting money every day (or stealing from your retirement accounts to keep itself afloat, which just started happening yesterday), but the feds are also fabricating scientific evidence to keep pushing their utterly fabricated “war on terror.” The feds in Washington aren’t really fighting a war on terror… they ARE the terror! When the feds reach down your pants and feel your junk; when they force you to be fried with high-powered X-rays at the airport; and when they threaten anyone who stands up to their Nazi-like marching orders, they have become the very terrorist organization they claim to be fighting.

• The dose rates of X-rays being emitted by the Rapidscan machines are actually quite high — comparable to that of CT scans, say the professors. Yes, the dose duration is significantly lower than a CT scan, but the dose intensity is much higher than what you might think. And as anyone who knows a bit about physics and biology will tell you, the real danger from radiation is a high-intensity, short-duration exposure. That’s exactly what the TSA’s backscatter machines produce.

• The radiation detection device used by Rapidscan to measure the output of the machines — an ion chamber — is incapable of accurately measuring the high-intensity burst of radiation produced by the TSA’s naked body scanners, say the professors.

• At the same time, the radiation field measurement device used by the TSA — a Fluke 451 instrument — is incapable of measuring the high dose rates emitted by backscatter machines. The measurement devices, in effect, “max out” and cannot measure the full intensity of the exposure. Thus, the TSA’s claims of “low radiation” are actually fraudulent. By the way, the device mentioned by the TSA really is an F 451. Does that ring a bell in terms of fiction novels? (https://en.wikipedia.org/wiki/Fahren…)

• The amount of electrical current applied to the X-ray tubes has been redacted by the TSA (working with John Hopkins). This makes it impossible for third-party scientists to accurately calculate the actual radiation exposure, and it hints at yet more evidence of a total TSA cover-up. As explained by the professors:

…the X-ray dose is proportional to the current through the X-ray tube. Not having access to the current used in the JHU test, or in the field application of the scanner means that the measurements at JHU are irrelevant to the dose at the airport. There is also no data on the pixel size and overscanning ratio, which also bear directly on the dose delivered to subjects. The statement in the HHS letter that the fluence is not a relevant quantity ignores fundamental physics.

There shall be no independent testing whatsoever

The TSA adamantly refuses to allow independent testing of the radiation levels being emitted by the machines. The agency is using the cover story that “terrorists might be able to circumvent the technology” if anyone is allowed to actually test the machine.

Hilarious! This is the very definition of quack science. You have to trust our in-house fabricated experiments, and we won’t tell you how we even arrived at our test results, and we won’t release the names of the scientists who even ran the tests, but we can’t tell you more because of the terrorists.

Notably, this is after Osama Bin Laden has already been killed, and he was the whole reason the TSA started up in the first place. The terror mastermind is dead, in other words, and still the TSA can’t trust university physics professorsto conduct credible science on its naked body scanners.

Actual radiation emitted by the machines is far higher than what the TSA claims

John Sedat, a professor emeritus in biochemistry and biophysics at UCSF and the primary author of the letter says, “..the best guess of the dose is much, much higher than certainly what the public thinks.” This indicates the public has been deeply misled by the actual amount of radiation emitted by the machines.

• Peter Rez, the physics professor from Arizona State, says that the high-quality images described by the TSA could not be produced with the low levels of radiation being claimed by the TSA. The images, in other words, don’t match up with the TSA’s cover story. Rez estimates the actual radiation exposure is 45 times higher than what we’ve previously been told.

• The TSA machines are capable of firing even higher levels of radiation into a “region of interest” (such as your anus or scrotum, in which the TSA seems to be taking great interest these days), thereby exposing that region to evenhigherlevels of radiation than the rest of your body.

Mechanical failure and software bugs

The backscatter scanning devices uses a high-powered X-ray beam that is quickly moved back and forth across your body by reflecting the beam off a moving wheel. If that wheel fails for any reason and stops moving, the traveler could be pierced with a deadly X-ray beam that focuses extremely high levels of radiation on a small group of cells, mutating their DNA.

This means the backscatter devices are mechanical systems, and all mechanical systems eventually fail (just like airplanes). The TSA has done absolutely nothing to address the reliability of these mechanical wheels nor to allow independent testing of the reliability of these wheels.

• The TSA refuses to allow independent scientists to review its software code that controls the radiation beam. Thus, the software and its capabilities also remain a complete secret. What if there’s a software bug that causes 10,000 times the usual radiation exposure for some unlucky traveler? Suppose the pervert TSA agent zooms in on some 9-year-old child’s junk to capture a picture for his own private collection… does that result in yet more radiation? (Fact: One TSA agent has already been arrested for distributing child pornography.) (https://www.tsagoons.com/2011/04/23/…)

See more at www.TSAgoons.com (warning: graphic language and imagery on that site.)

What science? We don’t need no stinkin’ science!

As we’re all now learning, the TSA completely bypassed the normal procedure for independent testing of equipment to be used on the public. As explained by the professors:

The independent testing of the safety of these specific scanners has not been rigorous nor has it been held to the standards usually associated with new devices before approval for utilization in the public sector. Usually the exact technology, as installed, is sent to a university, national laboratory or other outside facility that has the expertise to test, for an extended period of time to enable an in-depth study — usually by several independent groups.

The U.S. government, however, no longer feels it needs to engage in any “scientific” testing whatsoever. Why bother? The government can simplyfabricatewhatever results it wants and then release those to the mainstream media which will dutifully reprint the government’s lies as if they were facts. The truth is no longer relevant to the government’s tyrannical agenda. As long as no one questions the lies, it hardly matters how unreasonable or bizarre those lies become. Government can always play the terrorism card and force people to shut up and stop asking questions, you see. “How dare you question our integrity. We’re the government! We’re protecting YOU from terrorism!”

Sure they are. By feeling up my anus? Seriously? If it wasn’t actually true, it would be hilarious.

What is the TSA hiding?

Natural News asks the obvious question: Why won’t the TSA subject its backscatter scanning machines to independent testing? Why won’t it allow five different university physics departments to conduct five independent tests — using documented equipment and methodologies — and thereby assure the public, with credibility, that its machines are perfectly safe?

I can tell you why: Because the TSA is lying. The agency has fabricated its test results. It has conspired to deceive and mislead the American public over the safety of these machines, and it has done so through an agenda of government secrecy and scientific fraud. The TSA, lacking any credibility whatsoever, has resorted to routine lying about its machines, its procedures and its intentions. When 6-month-old babies have their rear-ends searched by TSA agents wearing evil grins (https://scottystarnes.files.wordpres…), you know it’s all gone too far.

The TSA refuses to allow independent testing of its machines because it knows what NaturalNews readers already know: That if the machines were honestly and accurately tested, they would show far higher levels of radiation exposure than what we’ve been told. It would show that the TSA’s body scanners significantly increase the risk of cancer to a population that is already over-irradiated with medical imaging tests such as CT scans and chest X-rays.

The TSA, like virtually every other department of the federal government, is now actively engaged in the routine falsification of the scientific data concerning a device that is exposing millions of Americans to an increased risk of cancer. And as long as the federal government claims to have “supreme power” while refusing to answer to the People, we’re only going to get more of this tyranny in the months ahead.

The TSA has become the terrorist organization

This is not merely unacceptable; this is a CRIME against the American people. These TSA body scanners are, effectively, Weapons of Mass Destruction that are unleashing ionizing radiation upon an unsuspecting public.

And they are doing it right in your face; telling you it’s all perfectly safe while, behind the scenes, they had to engineer a specially-rigged unit just to run their rigged tests using measurement devices that can’t even record the high levels of radiation actually being emitted.

The public backlash against these devices is so strong and so loud that news crews have to interview dozens of people on camera just to find one person to actually say something positive about the TSA’s pat-down and ionizing scanners. That’s the report from Alex Jones, who has also been covering TSA tyranny in great detail. The popularity of his www.Infowars.com website is exploding in the wake of the government’s increasingly bold lies and disinfo campaigns that frankly are backfiring on them. A lot of people are easily fooled, but just as many aren’t. Probably 95% of all travelers are absolutely opposed to everything the TSA forces them to go through at the airport.

That’s why Texas is about to pass a law that would criminalize TSA agents who reach down your pants and molest you or your children. But the TSA has put out a preemptive statement on its blog that claims none of this matters. “States cannot regulate the federal government,” the TSA claims. And it actually quotes the U.S.Constitution as the source of its power! (What about the Fourth Amendment of the Constitution? How convenient that they forgot all about that part, eh?)

The passage of this law could lead to a fascinating showdown in Texas. What we need is a group of Texas Rangers to march into the airport in Dallas and arrest the TSA agents, handcuff them, and march them off to jail. Then let’s see the feds try to invade Texas to free their criminal TSA agents. That should be amusing. I’ve spent some time in Texas, talking with the locals, and I can guarantee you that a bunch of tyrant feds trying to invade Texas are going to be absolutely shocked at the intensity of the public resistance they will meet.

The growing TSA resistance movement

By the way, with the TSA’s molestation of children and outright lying about the safety of its machines, the federal government is vastly overestimating the stupidity of the general public. People are taking notes of the encroaching tyranny, and while they may pretend to voluntarily walk through the TSA’s security checkpoints right now, there will come a day when the American people simply refuse to be herded like cattle anymore. I predict a widespread backlash against the TSA, reflected through state legislative efforts and public protests that will demand an end to the TSA which has now come to mean “Touch Some Ass!”

The hilarious ending to all this, by the way, is that the backscatter machines are also dosing all the TSA workers with regular bursts of ionizing radiation, meaning that the very people working for the tyrannical TSA are, themselves, victims of its deception.

Somehow, that seems incredibly fitting.

Japan Nuclear Meltdown? Maybe Worse Than Thought?

Molten nuclear fuel at Japan’s Fukushima plant might have eaten two thirds of the way through a concrete containment base, its operator said, citing a new simulation of the extent of the March disaster.

Tokyo Electric Power (TEPCO) said their latest calculations showed the fuel inside the No. 1 reactor at the tsunami-hit plant could have melted entirely, dropping through its inner casing and eroding a concrete base.

In the worst-case scenario, the molten fuel could have reached as far as 65 centimetres (2 feet) through the concrete, leaving it only 37 centimetres short of the outer steel casing, the report, released Wednesday, said.

Until now, TEPCO had said some fuel melted through the inner pressure vessel and dropped to the containment vessel, without saying how much and what it did to the concrete, citing a lack of data.

“Almost no fuel remains at its original position,” TEPCO said in the report.

Two other reactors at the Fukushima Daiichi plant also went into meltdown when the tsunami knocked out cooling systems at the plant.

However, only about 60 percent of their fuel dropped through to the concrete floor and caused less damage, the report projected.

The molten fuel in the three reactors is believed to have stayed cool and stable because water has been injected into the vessels, the utility said.

TEPCO added, however, that it has yet to closely study many areas of the damaged reactors due to high level of radiation and stressed its findings were based on modelling.

The exact position of the fuel believed to have eaten its way through the concrete and to what extent it is being exposed to the cooling water is not known.

“Uncertainly involved in the analysis is significant due to the uncertain nature of the original conditions and data used,” the report said.

“Using (realistically assumed) conditions for the evaluation, the concrete could have been penetrated, but (the fuel) stayed inside the casing,” it said.

Fukushima Daiichi has spewed radioactive materials across eastern Japan since it was inundated by the huge waves of March 11.

The world’s worst nuclear disaster since Chernobyl in 1986 has not directly claimed any lives, but has left tens of thousands of people displaced and rendered tracts of land uninhabitable, possibly for decades.

TEPCO and the Japanese government have pledged to bring all the plant’s reactors to a state of cold shutdown by the end of 2011.

‘Depleted Uranium’s Toxic Legacy To Poison Libya For 40 Years’

A Second Iranian Nuclear Facility Has Exploded, As Diplomatic Tensions Rise Between The West And Tehran

AN IRANIAN nuclear facility has been hit by a huge explosion, the second such blast in a month, prompting speculation that Tehran’s military and atomic sites are under attack.

Satellite imagery seen by The Times confirmed that a blast that rocked the city of Isfahan on Monday struck the uranium enrichment facility there, despite denials by Tehran.

The images clearly showed billowing smoke and destruction, negating Iranian claims yesterday that no such explosion had taken place. Israeli intelligence officials told The Times that there was “no doubt” that the blast struck the nuclear facilities at Isfahan and that it was “no accident”.

The explosion at Iran’s third-largest city came as satellite images emerged of the damage caused by one at a military base outside Tehran two weeks ago that killed about 30 members of the Revolutionary Guard, including General Hassan Moghaddam, the head of the Iranian missile defence program.

Iran claimed that the Tehran explosion occurred during testing on a new weapons system designed to strike at Israel. But several Israeli officials have confirmed that the blast was intentional and part of an effort to target Iran’s nuclear weapons program.

On Monday, Isfahan residents reported a blast that shook tower blocks in the city at about 2.40pm and seeing a cloud of smoke rising over the nuclear facility on the edge of the city.

“This caused damage to the facilities in Isfahan, particularly to the elements we believe were involved in storage of raw materials,” said one military intelligence source.

He would not confirm or deny Israel’s involvement in the blast, instead saying that there were “many different parties looking to sabotage, stop or coerce Iran into stopping its nuclear weapons program”.

Iran went into frantic denial yesterday as news of the explosion at Isfahan emerged. Alireza Zaker-Isfahani, the city’s governor, claimed that the blast had been caused by a military exercise in the area but state-owned agencies in Tehran soon removed this story and issued a government denial that any explosion had taken place at all.

On Monday, Dan Meridor. the Israeli Intelligence Minister, said: “There are countries who impose economic sanctions and there are countries who act in other ways in dealing with the Iranian nuclear threat.”

Major-General Giora Eiland, Israel’s former director of national security, told Israel’s army radio that the Isfahan blast was no accident. “There aren’t many coincidences, and when there are so many events there is probably some sort of guiding hand, though perhaps it’s the hand of God,” he said.

A former Israeli intelligence official cited at least two other explosions that have “successfully neutralised” Iranian bases associated with the Shahab-3, the medium-range missile that could be adapted to carry a nuclear warhead. “This is something everyone in the West wanted to see happen,” he added.

Iran has repeatedly denied the existence of a nuclear weapons program, and strongly condemned the International Atomic Energy Agency’s report last month that accused Iran of trying to build a nuclear weapon.
